Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from different nations. Immense energy is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from across the border, a capacity provided through up-to-date information. From vantage locations, defense planes that had been dispatched to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every firing shakes the surroundings, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and another blackout.
Persistent Threats
Not long after, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are demonstrably unable to fill in the short term.
Failed Diplomacy
The comprehensive proposal from American leadership sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This trend will, no doubt, endure.
Tactical Assessments
It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington works based on a assumption well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to abandon the areas that it already controls in Ukraine's south or east.
The problem is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until situations evolve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
